I saw online that all I need to do is sign in to my Microsoft account on both devices and then launch it from the launcher. When I go to the launcher it prompts me to buy it again. Any help?

That's to use the save same. To play on different platforms you have to buy the game again. The license you purchased is only.for the device it was purchased for
