What type of build are you looking for?
The best of the best are rolling, stealth and pure melee (see shin's comment) builds.

Anything can be good, meta or not, rare or unique. You just need good enchant combos, build synergy and in the right build / build type. And there are MANY different types of builds. Enchants depend on the type of build you are going for, not just for the type of gear.

What is up with the downvotes? Sure, he did ask for the meta, but since he is a returning player, he might not know or never have known that literally anything can be good and that there is more fun things out there than just the meta. So, I showed OP that meta isn’t everything. Nothing wrong with that.

Depends on the playstyle. There's a lot of meta builds for melee, for instance. In terms of soul builds, I do have an established meta for the various ones (pretty much all being ones I made), but soul builds aren't as popular or easy to build for, so most use what they can.
For melee, the most solid build is:
Cursed Axe - Voidstrike + Unchanting + Guarding Strike + Weakening
Wither Armor - Potion Barrier + Cooldown + Deflect + Chilling / Death Barter
Imploding Crossbow - Multishot + Wild Rage + Looting + Tempo Theft
Iron Hide Amulet + Gong of Weakening + Death Cap Mushroom
Most solid pure melee build I could make. Has a solid balance of offense and defense, giving you a baseling 60.6% damage reduction to start with. You get 76.4% with Weakening, 80.3% with Guarding Strike, and 88.2% with both. Potion Barrier is often not needed, even when doing Tier 3 Banner Trials.
Of course, you can replace the melee with a Double Axe, Whirlwind, Obsidian Claymore, Starless Night, or Master's Katana with all the same enchants (or Crit / Committed instead of Weakening).
You could even do Renegade Armor with the same enchants, and replace the last slot of the melee with Leeching.
That doesn't cover all melee weapons, though most use the same enchant combo(s), and not all builds, but it's an easy-to-use general melee godroll for both meta and most other weapons alike.
